Abstract
This article describes a global governance system that—from the author’s point of view—would lead to sustainability and allow the implementation of the Sustainable Development Goals (SDGs), which have just been adopted at the UN level. Major elements are (1) the integration of existing international regimes in the area of the UN, WTO and the world financial system into an integrated “Global Governance Body”. (2) This institution would, among other functions, be responsible for the major global commons and put a fee on their usage with two aims: (i) to protect them and (ii) to generate money for financing global development and the SDGs. (3) To monitor the income and property distribution by politics with the political mandate, to keep it in the so-called “efficient inequality range”. This may need international co-financing. (4) It will, if done properly, prevent two-class societies, it will furthermore allow the building-up of social systems everywhere in the world with the aim to have a reasonable balance of wealth in all states, and also between states. (5) It will also be of help if artificial intelligence systems took over hundreds of millions of jobs for highly qualified people in the next decade. (6) This global institution would also be able to pay in defense of cultural diversity and for the protection of the environment, e.g. rainforests. (7) This would also allow us to do what is needed for avoiding uncontrolled climate change, e.g. improve the recent Paris accord concerning climate.
El presente artículo describe un sistema de gobernanza global que—desde la perspectiva del autor—conduciría a la sostenibilidad y permitiría la implementación de los Objetivos de Desarrollo Sostenible (ODS), recientemente adoptados en el marco de la ONU. Los elementos principales son: (1) la integración de los regímenes internacionales existentes en el ámbito de la ONU, la OMC y el sistema financiero internacional en un «Órgano de Gobernanza Global» integrado. (2) Esta institución sería responsable, entre otras funciones, de los principales bienes comunes globales y gravaría su uso con una tasa con dos objetivos: (i) protegerlos y (ii) generar recursos para financiar el desarrollo global y los ODS. (3) Monitorear la distribución del ingreso y de la propiedad a través de la política, con el mandato político de mantenerla dentro del denominado «rango de desigualdad eficiente». Esto podría requerir cofinanciamiento internacional. (4) De aplicarse adecuadamente, evitará sociedades de dos clases y, además, permitirá la consolidación de sistemas sociales en todo el mundo con el propósito de lograr un equilibrio razonable de la riqueza en todos los Estados, así como entre ellos. (5) También resultará de utilidad en el supuesto de que los sistemas de inteligencia artificial asuman cientos de millones de puestos de trabajo de personas altamente cualificadas en la próxima década. (6) Esta institución global también tendría la capacidad de destinar fondos a la defensa de la diversidad cultural y a la protección del medio ambiente, p. ej., de las selvas tropicales. (7) Esto también nos permitiría llevar a cabo lo necesario para evitar un cambio climático incontrolado, por ejemplo, mejorar el reciente Acuerdo de París en materia climática.
