Abstract
Demographic transformation in conjunction with industrialization, especially has
led to in the fall of fertility rates in developed countries and an increase in the
share of total population of the elderly people. The impact of the aging population
especially on social security expenditures is negative for a country’s economy.
Various family benefits have done in order to encourage the employment of women
have children and have a young population structure again. Not only because of
changes in population structure but also for preventing child poverty in countries
which have income distribution disorder, family benefits is implemented. Financing
form of family benefits varies by country to country. Some countries financed by
taxes, while some financed by premiums and state contribution.
However some family benefits have been applied in Turkey but still not insurance
branch existed formally yet. In this study, some benefits which have characteristic
of family benefits have examined firstly, then proposed a family insurance model
for Turkey. Proposed model contain 3 alternatives and premium rate has found
for financing system in different alternatives. Outcomes of this study, it has been
revealed that if combining all family benefits under a single roof and transferred
resources to proposed model, comprehensive and more efficently system can exist.
