Abstract
Abstract Safety performance indicators (SPIs) traditionally used in airport Safety Management Systems (SMS) provide useful information on safety trends but often obscure critical deviations behind statistically acceptable averages. This limitation reduces safety managers’ ability to detect and manage major risks embedded in day-to-day operations. To address this limitation, this study proposes a new analytical approach for airport risk assessment based on two complementary indicators: an alternative SPI (SPIalt) and a weighted SPI (SPIw). These two components are a combined formulation that reconciles statistical consistency with operational realism. This formulation addresses the limitations of traditional methods, particularly the dilution of critical events within generally favorable averages. The method, implemented via a structured Excel model, applies International Civil Aviation Organization (ICAO) risk matrices to quantify, classify, and analyze risks in compliance with ISO 31000 standards. A comparison of the two approaches shows that the proposed model improves the detection of serious and emerging hazards while ensuring more accurate, transparent, and responsive evaluation. Overall, this study presents a methodological framework for continuous airport safety assessment, strengthening proactive decision-making, analytical reliability, and the ethical coherence of the safety management process.
