Abstract
The research on the Devolution of Empowerment explores the role of local governments in implementing the Punjab Women Empowerment Package (PWEP) in rural South Punjab, a region marked by entrenched patriarchal norms, restricted female mobility, and limited infrastructure. Using a quantitative, explanatory research design, the study examines how governance and socio-cultural factors influence women’s empowerment. Structural Equation Modeling (SEM) results show that Local Government Implementation (LGI) positively affects Women’s Empowerment (WE) (Beta 0.385), while Socio-Cultural Dynamics (SCD) exert a stronger negative influence (Beta -0.412). A significant negative interaction effect (Beta -0.215) further indicates that cultural barriers weaken the impact of government initiatives. Findings suggest that although PWEP has enhanced women’s self-esteem and mobility, empowerment remains partial, as access to resources and professional opportunities is limited. Achieving substantive empowerment requires strengthened local governance, context-specific policies, and media advocacy to navigate socio-cultural challenges effectively.
