Abstract
This paper critically examines Off-Season Elections: Challenges and Opportunities for Nigeria’s Economic Growth. The paper argues that while they reinforce democratic values, the current model is economically unsustainable without reforms. In conclusion, Off-season elections in Nigeria represent a paradox at the intersection of democracy and economic governance. On one hand, they are the product of judicial vigilance, serving as a corrective measure that strengthens electoral integrity, deters malpractice, and reinforces the rule of law, the National Assembly, in collaboration with INEC and the judiciary, should consider legislative reforms that realign off-season elections back to the general electoral cycle. This would minimize duplication of costs and reduce election fatigue, INEC and relevant agencies should publish transparent expenditure reports on off-season elections. Ring-fencing resources for unplanned elections in the national budget can also help cushion fiscal shocks, Election-related litigations should be expedited to conclude before candidates assume office. This will prevent prolonged disputes that often result in court-ordered reruns and subsequent off-season polls, Building on innovations like BVAS, further digitization of the voting, collation, and monitoring processes can reduce administrative costs, improve efficiency, and restore public confidence, Off-season elections are often marred by violence and heavy security deployment, which increases costs. Strengthening community policing, early warning systems, and inter-agency collaboration can ensure more cost-effective security management, Low voter turnout in off-season elections undermines democratic value. INEC, CSOs, and the media should intensify awareness campaigns to encourage citizen participation, Partnerships with the private sector and development partners can provide technical support, voter education, and logistics aid, reducing government expenditure without undermining sovereignty.
