Abstract
The main purpose of this study is to find out if the teachers of English language have the ability of developing valid and reliable test. It has five research objectives, one research question and four null hypotheses. Survey research design was used in the study. Test Construction procedure Questionnaire (TCPC) by Darazo (2017) was adapted and administered to 108 sampled teachers of English language from a population of 127. The instrument was validated and has high reliability index of .076 using KR21 formula. The simple percentage was used for answering the research question, t-test for independent sampling used in testing hypotheses 1, 3 and 4, while a one way analysis of variance used for testing hypothesis 2 at 0.05 of significance level. The result revealed that 77% of senior secondary school teachers of English language in Dawakin kudu Education Directorate have high and average level of test construction competence; only 23% of the teachers have fair and poor level of competency in test construction. After testing the hypotheses the results showed that significant differences were found in the teachers of English language in the tests construction competence based on their qualifications and working experiences, where p-values are 0.001and 0.000, which are less than 0.05 level of significance, but on the other hand, significant differences were not observed based on their gender and locations because p-values of 0.0895 and 0.0923, are greater than 0.05 level of significance. Based on the findings therefore, it was found that teachers of English language in Dawakin kudu Education Directorate has high competence in test construction also recommended that the stakeholders and authority concern should find out the why students fail in English language external examinations, since 77% of their teachers have the competency in test construction.
