Abstract
The success of any educational programme depends largely on effective planning and supervision of instructional leadership aimed at promoting inclusive learning opportunities within the secondary school system. Such initiatives can only be strengthened and sustained when educational leaders at all levels of secondary education consciously adopt systematic approaches to planning, implementing, and monitoring instructional processes and outcomes. This paper therefore presents a comprehensive framework for planning and supervising instructional leadership that advances inclusive education in Nigerian secondary schools. The framework highlights essential components such as inclusive learning practices, instructional leadership dynamics, and continuous teacher capacity development to foster equity, participation, and academic excellence among diverse learners. It also identifies existing gaps such as shortage of qualified teachers, inadequate resources, weak policy implementation, and limited stakeholder collaboration as key challenges hindering inclusivity. Consequently, the paper proposes practical planning and supervision strategies designed to promote social justice, inclusivity, accountability, and improved teaching and learning outcomes at the secondary education level.
