Abstract
摘要通过观察新冠疫情期间中国国内媒体领域及相关政策, 本文提出“宣传国家 2.0” 作为一个概念框架, 从整体的角度来探讨中国的国家宣传。它认为, 中国的宣传系统依然是一种深深嵌入整体中的宣传鼓动机器, 因此不仅服务于政权, 也为政权所服务, 并且它既能执行传统的劝导和宣传功能, 也遂行如今被低估的动员使命, 而后者能够被用于增强宣传信息的可信度。这个概念框架强调了中国过去“宣传国家” 的遗产, 并很好地解释了国家是如何将疫情转变为赢得公众支持的机会, 但最终又导致了其疫情政策的失败。从理论上讲, 本文强调当代中国的国家宣传如何在某种程度上能够塑造(若非主导)国家政策。同时, 作为理论框架, “宣传国家 2.0” 也可以更有机地桥接既有的 “硬宣传” 与 “软宣传” 相关文献。
