Abstract
One of the longstanding issues among developing countries is energy poverty. While the quantitative approach on energy equity is growing in number, most of the existing literature focuses on the social science perspective of the subject. This paper will utilize the Lorenz curve and Gini coefficient as indicators reflecting the distribution of different household energy sources such as electricity, LPG, kerosene, fuelwood, charcoal, and other fuel types in the Philippines. The 2015 Family Income and Expenditure Survey (FIES) Report published by the Philippine Statistics Authority (PSA) provides relevant information on a household’s energy expenses, as well as its income and other socio-economic identifiers. These household energy expenses shall be translated to household energy consumption using historical fuel costs from public records and equivalent calorific values. Gini coefficients and Lorenz curves shall be presented in consideration of the socio-economic identifiers presented in the survey. The calculated energy consumption for electricity shall be used to create spatial maps to the effect of renewable energy transition on existing energy poverty. The study will analyze the impact of sustainable energy technologies, specifically, solar energy technologies, considering their levelized generation costs as the renewable shift can complicate energy poverty issues because of steep investment costs. The study shall discuss the existing energy poverty in the Luzon Island and the potential repercussions of the sustainable energy transition on energy equity. From this, policy review and recommendations on improving energy accessibility in the country shall be presented.
