Abstract
This study presents an in-depth analysis of methodologies and strategies to optimize vehicle inspections and emission control measures. The paper introduces the utilization of the Watson Plot for the analysis of jeepney drive cycles to establish six critical test points for Motor Vehicle Inspection Centers. These test points, derived from the analysis of speed, acceleration, and frequency, are reported to reflect real-world driving conditions, thereby improving the accuracy and efficiency of inspections. Simultaneously, the study thoroughly evaluates existing methodologies for establishing emission cut-off values. It advocates for the development of stringent, precise emission concentration cut-offs, determined based on factors including health-based standards, technological feasibility, ambient air quality standards, and risk assessment. The validity of these test points and refined emission cut-off methodology is affirmed through comparative testing with traditional inspection methods. Based on these, a standardized inspection framework is proposed for broader utilization across inspection centers aimed at enhancing regulatory effectiveness, accuracy of vehicle inspections, and emission control efforts. This study aligns technological advancements, scientific principles, and legislative measures, laying the foundation for more reliable vehicle inspections, precise emission controls, improved air quality, and better public health protection.
