Abstract
The advent of accessible and affordable internet connection has truly changed the way we live our lives today. Not only has it revolutionized the way we communicate, it also made a huge impact in field of commerce, and how people do business. This technology however has led to a new type of crime specifically committed through information and communications technology: “Cybercrimes”. The emergence of this new threat led to the legislation of the Cybercrime Prevention Act of 2012. Since its enactment, problems arising partly from technical and transnational nature of such crimes have been observed. Though these may be addressed by the Philippine’s recent accession to the Budapest Convention, in order to be compliant with the fundamental rights under the Constitution and trends in International Law, an amendment has to be made particularly with the provision on Cyber Libel.
