Abstract
Extrajudicial Killings have been present in the Philippines for a long time. But when President Rodrigo Duterte won the presidential elections, he started his campaign ―War on Drugs‖. As a result of this campaign, several deaths of alleged drug users occurred and continue to occur. The campaign ―Oplan Tokhang‖, being undertaken primarily by the police officers, contravenes R.A. 9165. This study aims to answer how extrajudicial killings, during the present administration, be addressed. In order to achieve this, the study will review all bills and laws that are intended to address extrajudicial killings. The proposed amendment to RA 9165 will define extrajudicial killings and penalize its perpetrators. Due to the absence of a law providing for the definition of extrajudicial killings, RA 9165 should be amended to provide such. Such definition will be able to provide which deaths can be classified as extrajudicial killings. And, in addition, it will be able to provide who can be considered as perpetrators of extrajudicial killings.
