Abstract
The Joint Delivery Voucher Program – Technical-Vocational-Livelihood Specializations (JDVP-TVL) is a government subsidy for Grade 12 learners in public SHSs that face constraints in implementing the TVL specializations. The subsidy comes as vouchers that learners use to cross-enroll in eligible partner providers to complete their TVL specializations. There is a paucity of research and statistics on the Program even after six years of implementation. This study aimed to initiate research and investigation into the Program by assessing the status of its implementation. A process evaluation was employed as the conceptual framework and thematic analysis as the overriding methodology. The goal of the research was to uncover implementation issues, highlight good practices, and recommend appropriate interventions. The key implementation issues centered on the divergence of views on the Program’s longevity with consequences on communications, staffing and budget; uneven program reach; and considerable gaps in monitoring and evaluation. Good practices include clarity and acceptance of Program goals, high satisfaction among its beneficiaries, requiring assessments, readiness of partner-providers, and support from other stakeholders. The study recommended that the DepEd declare JDVP-TVL as a long-term program, review criteria for slot allocations and beneficiary selection, report appropriate performance indicators, emphasize M&E, ensure the timely issuance of guidelines, revisit the subsidy structure, and consider employers as partner-providers. Together, the recommendations formed the foundation towards the development of a framework for the JDVP-TVL. Directions for future research were likewise recommended to increase the body of knowledge on the Program.
