Abstract
The unexpected pandemic has brought about changes in how counseling and psychotherapy (C&P) is delivered. The shift from in-person therapy to teletherapy (remote delivery of C&P) has prompted practitioners to develop new skills and strategies to adapt to this pressing need. This transition has brought about unique skill sets, ethical considerations, and challenges that need to be addressed to ensure effective and ethical practice. To support current practitioners and prepare future practitioners for this new normal, a new competency model and assessment tools need to be developed. In this study, a systematic and multi-stage approach was used to develop a comprehensive competency model and assessment tools for online counselors and psychotherapists in the Philippine context. The overall process distilled the Filipino Teletherapy competencies into five factors, namely, (1) Ethical and Professional Integrity, (2) Clinical Competency and Treatment Proficiency, (3) Digital Proficiency and Connectivity, (4) Client-Centered Competency and Care, and (5) Digital Therapeutic Competency. The researchers developed the Filipino Online Counselors and Psychotherapists’ Competency Assessment for Responsive and Ethical Service (or Pinoy Online C.A.R.E.S.) to test this model. Two versions of this form, a self-rating for practitioners and an assessment rubric for supervisors, were pilot-tested to provide evidence of their reliability, and content, construct, and criterion validities. The purpose of this study is to contribute to the development of practitioners, educators, researchers, and regulators, and to enhance the current practice and future capabilities of Teletherapy in the Philippines.
