Abstract
The aim of this thesis is to investigate and assess the actions of the Commission on Higher Education (CHED) in coming up with the CMO 20-2013 governing the new general education curriculum in tertiary education, and to determine its constitutionality. In the new GEC, the Filipino subject, among others, would be removed so as to remove repetitive learning which led the researchers to believe that there is a question of law present, thus this study. To help augment the issue, the researchers considered several statutes and weighed each to carefully gauge any inconsistencies.This study is the first of its kind as the issue is new and relevant in today's proceedings. It likewise looks at the rationale behind the memo and whether in the event of its implementation would be evenly-handed to all concerned. To bolster the content of the study, the researchers conducted several methods such as literature review and data collection such as survey.The result of the survey showed that Filipino should be retained as it would primarily be a gateway for effective communication.This thesis hopes to shed light regarding minimal decisions that the state does that secretly affects all and that should be given more attention.
