Abstract
Bonifacio Global City (BGC), Taguig, Philippines is a lifestyle and financial district with an underlying problem on vehicular traffic characteristics. Half of motorists entering the district pass through the vicinity to bypass traffic congestion in Epifanio de los Santos Avenue during peak hour. The paper aims to propose a new traffic management scheme to regulate traffic congestion: congestion pricing. This includes possible shifting of motorist's travel behavior and traffic impact analysis. A Stated Preference survey was developed and used in discrete choice analysis to determine the number of travel shift based on congestion cost and reduced travel time. Traffic flow modeling for different for scenarios were done in Dynameq via Dynamic User Equilibrium. Results show that 31%-82% of motorists will not pay for congestion pricing and will look for an alternative. An alternative approach may be for motorists is to change route, time, mode, or no trip at all. Motorists inside BGC can experience reduction of travel time from 43% to 94% due to congestion pricing. Unfortunately, EDSA will receive majority of the displaced motorist that avoided congestion pricing in BGC. This would result to an increase in travel time along EDSA from 30%-66% along the segment considered.
