Abstract
This practicum investigates the experiences and perceptions of project-affected persons (PAPs) relative to the right-of-way (ROW) acquisition process of a road widening project in Metro Manila, Philippines. Employing a mixed-methods approach, the practicum employs both quantitative and qualitative data collection and analysis to obtain comprehensive insights. The quantitative survey, featuring 13 key statements, revealed significant issues related to the communication and compensation provided during the ROW acquisition process. The mixed-methods survey highlight the general dissatisfaction of project-affected persons in the ROW acquisition process as indicated by the descriptive analyses conducted on the gathered responses. Experts in the industry emphasized the significance of engaging with PAPs as early as the project identification phase to develop a positive relationship and to provide them ample time for personal adjustments. The Kruskal-Wallis H Test showed that there is a statistically significant difference between the responses of different age groups. Younger individuals experience a high level of impact on their livelihood and show a high need for support. Middle-aged individuals also experience a high level of impact but show a lower need for support. Respondents aged 60 years old and above experience a lower level of impact but show a high need for support. Younger individuals were identified to require more attention, necessitating frequent updates, personalized engagement, and comprehensive support services. Middle-aged individuals were suggested to be provided periodic updates and targeted information sessions, while older adults needed readily accessible information, regular check-ins, and tailored communication methods. The formulated strategies were confirmed to be consistent with the recommendations of existing literature. Industry experts evaluated the strategies and agreed that the said strategies would be beneficial to both the government and PAPs and that the potential benefits could outweigh the additional financial resources to be invested by the government.
