Abstract
The COVID-19 Pandemic in the Philippines has tallied a surge of confirmed cases and a significant increase in hospital and intensive care unit utilization rate in 2020. The medical crisis called for a high demand of health workers for they are the first line of defense in such situations. The implementation of various types of Community Quarantine and its corresponding transport regulations including the suspension of Public Transportation have brought about struggles for health workers with regards to their transportation needs. Transport services by the Office of the Vice President and the Department of Health were deployed as substitute modes for transportation for health workers which were expected to be used regularly by health workers who relied on public transportation before the pandemic. However, reports have stated that the target passengers for the transport services were still experiencing struggles in accessing the said transport service routes and their commute to their workplaces. The objectives of the study therefore are to investigate the availability and accessibility of the supplied transport services with respect to the shift of travel characteristics and demand through QGIS Mapping and to assess the transport components of the transport services through Analytical Hierarchy Process Method to determine possible improvements when another similar situation occurs. The data needed for the study were acquired from various DOH Government Hospitals and selected Private Hospitals located in Metro Manila. The results of the study stated that amongst the health workers included in the study, the non-utilization rate of transport services provided by the government were significantly higher than those who did utilize the transport services. COVID-19 related factors were also present in choosing a mode of transport for health workers and were incorporated as to how these pandemic-induced perceptions can affect their concerns regarding the transport components. Transport components such as Speed of Travel, Vehicle Frequency, and Transport Destination were greatly prioritized by the health workers when it comes to what they need from a transport service.
