Abstract
Ucagin ilk ucusu olarak kabul edilen 17 Aralik 1903 tarihinde Wright Kardeslerin ucusundan sadece alti yil sonra Istanbul semalarinda once Voisin tipi ucakla Baron de Catters takiben kendi adiyla anilan ucagi ile Bleriot ucuslarini yapmislardir. Osmanli askeri, bir komisyon teskil ederek konuyu incelemis ve ucaklarin yakin gelecekteki onemi sebebiyle Osmanli ordusunda yer alma fikri de raporda yer almistir. Kisa sure sonra Turk havaciligini kurma calismasi baslatilmis ve 1 Haziran 1911’de kurulan “Tayyare Komisyonu” ile Osmanli havaciligi teskil edilmistir. Teskilat, pilot, rasit ve teknik egitim, ucak alinmasi, havacilik merkezinin nerede kurulacagina karar verilmesi, techizat, hava savunma ihtiyaci ve milli imkânlarla ucak uretimi gibi bircok sorun kisa zamanda cozumlenmis ve onemli adimlar atilmistir. Calismada Osmanli havaciliginin kurulusu ve teskilatlanmasi sureci incelenmistir. Bu kapsamda; Osmanli askeri havaciliginin kurulus gerekceleri, teskilat, personel temini, ucak, balon ve techizat tedariki, ucak fabrikasi kurma calismalari, harekât gorevleri ve Almanlarla is birliginin Turk havaciligina tesirleri incelenmistir. Şuphesiz calismadan elde edilen sonuc, dort kisilik komisyon ile kurulan Turk Havaciliginin, 33 yil sonra mustakil kuvvet seviyesine yukselmesi olmustur.
