Abstract
El artículo presenta un diagnóstico del asesoramiento jurídico al Estado y al Gobierno que desarrolla el Ministerio de Justicia (MINJUS), como una de sus funciones específicas, con la finalidad de demostrar la necesidad de diseñar una metodología que tribute al perfeccionamiento estructural, composicional y de funcionamiento de esta actividad, con estándares de calidad superiores a los que hoy existen y que se constituya en la base para el diseño del Sistema de Gestión de la Calidad del Ministerio de Justicia. El artículo se estructura en tres partes. Primero, se hace referencia al asesoramiento jurídico en Cuba, sus distintas etapas y retos, para más adelante, ofrecer una panorámica general del cumplimiento por el MINJUS de la función específica de asesoramiento jurídico al Estado y al Gobierno, sus potencialidades, limitaciones y retos. Se establecen un sistema de indicadores para medir el cumplimiento de esta importante función.
