Abstract
Refers to the national program achievement in 2015-2019 of Mid T erm Development Plan purpose to realize the 0% of slum settlements in the city, supported by the policy to accommodate the national program achievement target. The decree published by the government of Semarang City Number 050/801/2014 about the location of slum settlements and housing environment in Semarang City, became the basis for identifying slum settlements spread entire Semarang City consists of the location, physical condition, and socio-culture of community. The study is conducted to formulate a slum upgrading strategy based on the vulnerability level of coastal communities toward the climate change in Trimulyo sub-district and Mangkang Wetan s ubdistrict . Analytical assessment in this study is comprised of slum settlements characteristic identification, scoring analysis to discover vulnerability level of a coastal community , and pentagon asset analysis used to formulate the slum upgrading model. Based on the study was concluded that both in the region of the case study showed moderate vulnerability level , with various differences of ownership characteristic asset, mainly about the human asset and social asset. Social relation and human resource quality development in the society found to be more intensive in Trimulyo S ubdistrict community , while environment physical quality through the refinement of the housing is conducted in Mangkang Wetan subdistrict.
