O livro lançado por G. L. Harriss vem trazer uma excelente contribuição aos estudos sobre a Inglaterra dos séculos XIII e XIX. Entre seus muitos méritos está o de ter abordado conjuntamente temas, normalmente separados nos estudos de história medieval inglesa. Uniu a evolução das finanças do governo à história constitucional, apanhando-as ao mesmo tempo sob o ângulo factual e institucional. Seu programa de estudos está claramente definido na Introdução (p. vii), quando diz que pretende focalizar o aparecimento das finanças públicas na Inglaterra como um aspecto do desenvolvimento do estado nacional, e o seu papel na relação entre o rei e os súditos. Para tanto, dividiu o trabalho em duas partes. Na primeira, trata do aparecimento das finanças públicas até o reinado de Eduardo II. Na segunda, mostra a influência das guerras externas e do parlamento, entre 1337 e 1369, que contribuiram para completar o caráter nacional das finanças reais.
