Abstract
Este estudo analisa os impactos no crescimento econômico do município de Cidade Gaúcha (PR) gerados pela instalação da Usina Usaciga. Como referencial teórico, serviu-se das abordagens do desenvolvimento regional referentes ao papel das interligações técnicas e da indústria motriz sobre o processo de crescimento local. Utilizou-se dados primários, cedidos pela empresa, e dados secundários, compilados dos Censos Demográficos do IBGE e da Base de Dados do Ipardes. Como resultado, a Usina Usaciga gera atualmente 2.195 empregos diretos. A instalação da empresa e conseqüente crescimento da renda do município estimulou o desenvolvimento de atividades que atendem às demandas locais, como o comércio, a construção civil, os serviços, etc. Conseqüentemente, Cidade Gaúcha pôde experimentar um crescimento de sua população urbana e total maior que o ocorrido na mesorregião Noroeste Paranaense no período de 1980 a 2000, além de uma perda de população rural menos acentuada. Além disso, constatou-se que a instalação da empresa em Cidade Gaúcha contribuiu para o crescimento das receitas de transferências do estado ao município, bem como para o aumento das receitas próprias da cidade. Outrossim, a especialização regional apenas na agroindústria canavieira é um fator preocupante. Os problemas decorrentes da especialização regional na produção de café, vivenciados no passado, são provas do equívoco de tal estratégia.
This study analyses the impacts on the economic growth of Cidade Gaúcha, in Paraná state, caused by the Usaciga plant installation. Regional development approaches, related to the role of technical interlinks and of the industry over the process of local growth, were used as theoretical reference. Primary data were given by the company and secondary data, gathered from IBGE (Brazilian Institute of Geography and Statistics) and from Ipardes (Parana Institute of Economic and Social Development). As a result, the Usaciga generates 2.195 direct jobs currently. The company and, as a consequence, the income growth in the city, has stimulated activities that supply the local demand. Therefore, Cidade Gaúcha showed a population growth (urban and total) higher than the one registered in the Northwestern region of Paraná from 1980 to 2000. At the same time, the loss in rural population was less expressive in Cidade Gaúcha. On the other hand, the regional focus only on the sugarcane agro industry concerns. Current problems caused by the regional specialization in coffee production, which happened in the past, confirm the mistake in this kind of strategy.
