Abstract
Abstract The Capability Approach, developed by Amartya Sen, is a broad normativeframework that can be used as an alternative tool for designing and evaluating publicpolicies according to their impact on human capabilities. This paper, using thisbackground, analyzes the Young Children Better Program (PIM), a public policy ofthe State of Rio Grande do Sul, launched in 2003, in order to evaluate if that policy isbased on the Capability Approach. The study uses PIM informations to identify thefunctionings (and capabilities) that the program inserts in their action lines andintends to achieve through the implementation of these actions. Although, PIM wasnot created based on the Capability Approach, we can infer that the program isguided in its main lines of action by this perspective, contributing to the expansion ofhuman capabilities and to reduce poverty, once it has the community and family asone of its foundations, especially the mothers, as key agents in promotingdevelopment and health.
