Abstract
The article analyzes the peculiar trajectory of the rubber tappers in Acre, which searching for a solution for land conflicts, formulated innovative public policies for reconciling agrarian reform and environmental protection. It reconstitutes Chico Mendes’s leadership and the different stages in the construction of a social movement and a public policy for Extractive Reserves. It analyzes the internal and external causes that explain the success of a social movement in the context of the Rio Conference and of the international pressure against multilateral banks politics.
