Abstract
The paper raised the necessity and urgency of decision-making power of nursing grades to nurses, and put forward the significance of independent developing of nursing science, and explained the transformation of the old mindset, and strengthened the management, and carried forward the belief that the nurses decided nursing grade. Education and continuing education is the first step in tactic, and quality evaluation, feedback service, the internal coordination will be very important during the process. It proposed implementation of the mechanism by three steps.
