Abstract

Marcelo Caetano was always regarded as the natural successor of Oliveira Salazar. For decades he occupied the highest positions, influenced policies, gained scientific prestige, and withdrew into a position of last resource to the regime. When he ascended to power, after Salazar was forced to step out for reasons of health, the world had changed since his early years as a Catholic, nationalist conservative, devoted to the values of Portuguese history, including the Imperial ones. He took on a reformist tone that included progressive self determination of the colonies: however, he submitted to the demand, made by the President of the Republic and Armed Forces command, to proceed with Salazar’s colonial, anticommunist policies.
