Abstract
Mucho se ha escrito en torno a los orígenes de la democracia costarricense. En la actualidad, esta se confunde con el ejercicio de prácticas electorales, cada cuatro años, para designar a las autoridades de los poderes ejecutivo y legislativo así como en las municipalidades. Partimos que la democracia es más que eso, por lo cual en principio puede concluirse que el sistema democrático costarricense es restringido e insuficiente para satisfacer los requerimientos reales de participación política.
