Abstract
The article deals with the process of consideration of appeals by The Ukrainian Parliament Commissioner for Human Rights and its regional offices. Consider possibilities of improvement the mechanism of an appeal and the ways of its unification.
Activities of the Ombudsman to carry out its duties require a clear mechanism for implementation. Structuring device of The Ukrainian Parliament Commissioner for Human Rights, the specialization of its members, the activities of the new created regional offices is certainly a positive aspect of the business in terms of professionalism and speed estimation problems faced by the Commissioner. But under the direction of one officer as a result of consideration of appeals device should not only reflect the sole legal position of the Commissioner, but also must be harmonized, coordinated. Improving the system requires connections between all departments of the apparatus and the Commissioner in vertical and horizontal connections and system technical recording and processing of data on appeals. Availability of treatment has its downside, which manifests itself in an its enormous number, which is difficult to consider the statutory deadlines because of limited resources, and the difference in considering applications at central and regional levels.
