Abstract
Este artigo apresenta uma análise do discurso sobre o Orçamento Participativo de Porto Alegre, desde sua constituição até o final da gestão petista, que durou dezesseis anos, nessa cidade. Tomamos como suporte teórico a Análise do Discurso francesa, e focamos nosso olhar na questão da heterogeneidade constitutiva desse discurso, tentando mostrar os movimentos de sentido que ocorreram ao longo da construção deste projeto democrático.
