Abstract
Nelayan mempunyai kemampuan yang fleksibel dan adaptif dalam usaha perikanan. Mereka terus menerus dihadapkan pada suatu situasi perubahan lingkungan eksternalnya, seperti cuaca, perubahan harga ikan dan akses terhadap sumber daya. Hasil penelitian menunjukkan bahwa keberlanjutan perikanan purse seine terjadi melalui ekspansi daerah penangkapan. Kini daerah operasi pukat cincin tidak hanya terbatas di wilayah teritorial dan perairan Nusantara tetapi sudah sampai ke perairan Samudera. Rata-rata CPUE (tawur) terendah dijumpai di perairan Laut Jawa bagian timur, yakni 1,4 ton per tawur dan hasil tangkapan didominasi oleh ikan pelagis kecil, sedangkan CPUE (tawur) yang tertinggi diperoleh di Selatan Pulau Jawa bagian timur, dimana hasil tangkapan didominasi oleh ikan pelagis besar. Walaupun CPUE (jumlah hari di daerah penangkapan) menunjukkan aktivitas penangkapan di Samudera Hindia namun kerapkali operasi penangkapan dipengaruhi oleh kondisi cuaca yang buruk. Sementara itu, kapal yang masih beroperasi di Laut Jawa dan sekitarnya dalam menghadapi ketidakpastian dan rendahnya peluang keberhasilan, melakukan perpanjangan masa melaut dari rata-rata sebulan menjadi dua hingga empat bulan. Fishermen have flexible and adaptive ability in the fisheries business. They are constinuosly faced with a situation change of external environment, such as weather, fish prices and access to the fish resources. The research indicated that the sustainability of purse seine fisheries due to the expansion of fishing ground. The purse seine operation was not only limited in the territory and territorial waters of the archipelago, but also to the Ocean. The lowest average of catch per haul found in the waters of the eastern part of Java Sea around 1,4 ton/haul which was dominated by small pelagic fish. While the highest CPUE was obtained in the South eastern part of Java Island and the catch was dominated by large pelagic fish. Although CPUE (number of day in the fishing ground) indicates the activity of fishing in the Indian Ocean, their operation was often influenced by bad weather conditions. Meanwhile, the vessels still operate in the Java Sea and its adjacent waters in the face of uncertainty and low probability of success, they do extension of the day at sea from an average of one month to two until four months.
