Abstract
Keberadaan RUU Kamnas tidak saja menimbulkan polemik di tengah-tengah masyarakat sipil, tetapi juga memunculkan isu-isu seputar status dan kedudukan Polri dalam sistem ketatanegaraan Negara Republik Indonesia. Tulisan ini dimaksudkan untuk menjawab isu-isu Polri dalam polemik RUU Kamnas. Dengan menggunakan pendekatan sejarah Polri-TNI serta hukum nasional dan internasional, tulisan ini tidak secara emosional mempertahankan keberadaan Polri berada di bawah Presiden, tetapi dimaksudkan dalam rangka memberikan informasi dan data agar dapat dipahami secaya obyektif berkenaan dengan polemik RUU Kamnas.
