Resumen
Las aguas constituyen recursos necesarios para el desarrollo de los procesos productivos, el consumo humano y como factor climático y paisajístico, entre otros aspectos. En el último tiempo, los fenómenos meteorológicos han transformado las aguas en las expresiones nefastas de los desastres naturales, con alto impacto en la población y el patrimonio natural y construido de las áreas urbanas.
Este artículo presenta algunos alcances de una investigación acerca del papel de las aguas fluviales y pluviales en la estructura urbana morfológica de la ciudad del siglo XIX y en el crecimiento físico de la del XX. Se concluye con la propuesta de transformar las aguas en instrumentos de sustentabilidad con el fin de reurbanizar amplios sectores de Santiago de Chile carentes de elementos de calidad, superando con ello el tratamiento en exclusividad de obra pública con el cual hoy se gestiona el tema.
Abstract
The water resources are necessary for development of production processes, human consumption and as a climate and landscape, among others. The last time the weather events have transformed the waters in dire terms of natural disasters, with a high impact on the people and the natural and built heritage in urban areas.
This article presents some scope of an investigation about the role of river water and rainwater in the urban morphological structure of the nineteenth century city and the physical growth of the twentieth century. It concludes with the idea of turning water into instruments of sustainability in order to redevelop large parts of Santiago de Chile lacking quality elements, thereby surpassing the treatment of public works exclusively with which today is handled the issue.
