Abstract
São analisadas as causas que podem condicionar a ocorrência de sub-registros de nascimento, isto é, omissões de declaração de nascimento e propostas medidas visando à sua diminuição. Algumas causas envolvem alterações legislativas e outras dizem respeito a aspectos educativos. Dentre as primeiras, que atacam as chamadas causas orgânicas, são citados a gratuidade do atestado, a facilidade quanto ao local e o nível operacional dos registros. Quanto às medidas especiais, que se referem às causas sociais e culturais do povo, e lembrando que em nenhuma época de suas vidas são as pessoas esclarecidas quanto à importância dos registros de nascimento, são propostos um trabalho educativo nos Centros de Saúde e Hospitais e uma atuação nas escolas médicas e primárias.
Although by law, the birth should be registered, there have been several omissions. These omissions present a very important problem in Vital Statistics. Causes of the underresgistration are analysed and there are proposed some ways to reduce it. Some changes in legislation are suggested: the cancellation of legal fees for the birth registration, local and operational facilities for the filling of the birth certificate, as well as an educational work at health centers, schools of medicine and elementary schools, emphasizing the importance of the birth certificate.
