Abstract
Ao contrário de outras engenharias que têm matéria prima e fazem uso de um processo de fabricação como ocorre com automóvel, geladeira e fogão, engenharia de software tem como matéria prima a habilidade intelectual do engenheiro de software. Trata-se de uma área baseada no desenvolvimento (isto é, no design que requer concepção, modelagem, codificação e testes). No caso do software, tempo de desenvolvimento e custo associados dependem da habilidade intelectual de cada engenheiro de software e, mais precisamente, da combinação dessas habilidades. Portanto, não é tarefa fácil fazer estimativas de custo de software, assim como não é fácil ter o trabalho feito por um conjunto de pessoas. Nesse sentido, este artigo explora questões envolvidas na estimativa e gerenciameto de projeto.
