Realiza un repaso histórico, así como un recorrido por el desarrollo del proceso registral civil en la región latinoamericana. Enfatiza en la importancia que existe en la relación entre el registro de personas y el desarrollo, la democracia, la gobernabilidad; así como para la inclusión, la transparencia, la seguridad, la eficiencia de recursos y la generación de un Estado moderno digital.
