Abstract
The Attitude program was a social proposal to intervention promoted by the government of the State of Paraná in order to work with the municipalities that had social vulnerability and violation of the rights of children and adolescents. The program prioritized the training of local protection networks that include actions, programs and projects for both public and private, in order to serve the population, especially with the fragility of family ties, drug use, truancy, low supply of recreational activities, sporting, artistic and cultural practices, lack of community life. The program included funding from the State Fund for Childhood and Adolescence (FIA), with approval of the State Council of Child and Adolescent Paraná (PR-CEDCA), performed during the years 2008 to 2011 under the shared management between State and municipalities. Running the Program privileged to work through interdisciplinary teams (184 technicians in the areas of Psychology, Social Work, Physical Education, Arts and Social Sciences) and distributed in the 34 trainees Program cores to perform local diagnosis, the joint network and enforcement actions directly with children, adolescents and the families.
كان برنامج "أتيتود" (Attitude) مقترحاً لتدخل اجتماعي رعته حكومة ولاية بارانا بهدف العمل مع البلديات التي تعاني من الهشاشة الاجتماعية وانتهاك حقوق الأطفال والمراهقين. وقد منح البرنامج الأولوية لتأهيل شبكات الحماية المحلية التي تشمل مبادرات وبرامج ومشاريع لكلا القطاعين العام والخاص، بهدف خدمة الفئات السكانية، لا سيما في ظل هشاشة الروابط الأسرية، وتعاطي المخدرات، والتسرب المدرسي، ومحدودية توفير الأنشطة الترفيهية والممارسات الرياضية والفنية والثقافية، وغياب الحياة المجتمعية. واشتمل البرنامج على تمويل من صندوق الولاية للطفولة والمراهقة (FIA)، بموافقة مجلس ولاية بارانا للطفل والمراهق (PR-CEDCA)، ونُفّذ خلال الفترة الممتدة بين عامي 2008 و2011 في إطار إدارة مشتركة بين الولاية والبلديات. وقد ارتكز تنفيذ البرنامج على العمل من خلال فِرق متعددة التخصصات (184 اختصاصياً في مجالات علم النفس، والخدمة الاجتماعية، والتربية البدنية، والفنون، والعلوم الاجتماعية) وُزعوا على 34 مركزاً تدريبياً تابعاً للبرنامج لإجراء التشخيص المحلي، وتفعيل العمل الشبكي المشترك، وتنفيذ إجراءات التدخل المباشر مع الأطفال والمراهقين وأسرهم.
