Abstract
One of the uses of public service concession contracts in Brazil is in the road infrastructure sector, existing at the federal level 21 roads’ concession contracts, totaling approximately 10 thousand kilometers, which is 12.6% of the federal road network. Whereas in this type of contract the government does not transfer ownership of the asset, but only access to the concessionaire for the operation of public services, this study aims to determine in which entity (public or private) are registered the federal roads, object of the concession contracts. To address the research question, the financial statements of 21 utility companies or controlling group were analyzed, as well the balance sheet of the National Land Transportation Agency (ANTT), all for the year 2014. The study findings show that the Brazilian federal highways are not recorded in public statements or in the financial statements of utility companies, providing evidence that these infrastructure assets meet the definition of orphan assets. Thus, the net worth of the ANTT is not adequately represented in its balance sheet.
