Abstract
La relación entre el efecto distributivo de los subsidios y el efecto redistributivo de los impuestos es cercana a cinco. A partir de esta constatación empírica, el presente artículo propone dos reflexiones. La primera tiene que ver con la clara aversión de la sociedad colombiana a destrabar el ingresos a través de los impuestos; la segunda, con la fragilidad de las finanzas públicas. La débil progresiva del régimen tributario colombiano es censurable porque, además de su escaso efecto redistributivo, afecta contra la estabilidad financiera del Estado: en vez de recurrir a los impuestos, el aumento creciente del gasto público se ha financiado mediante crédito.
The relationship between the redistributive effect of subsidies and the redistributive effect of taxes is close to five. Based on this empirical verification, this article proposes two reflections. The first is con cerned with the clear aversion of Colombian society to let go of income through taxation; the second, with the fragility of public finance. The weak progressivity of the Colombian tax regime should be condemned because, besides its poor redistributive effect, it works against the financial stability of the State: instead of turning totaxation, the increasing growth of public spending has been financed through credit.
