Abstract
Pretende-se, no presente estudo, discutir,no contexto dos direitos humanos, a questãofundamental do direito à energia como elementoessencial à realização do direito ao desenvolvimentono âmbito das sociedades nacionais emergentes.A busca de segurança energética foi - econtinuará sendo - unia das principaisdeterminantes da história da humanidade em todasas épocas. Hoje essa questão encerra uminquestionável paradoxo: o acesso às fontes deenergia e à sua distribuição estão sob o controledas grandes corporações econômicas, sediadas nosEstados ricos do mundo, embora os principaisrecursos energéticos remáveis (com exceção daenergia cólica) e não-renóváveis estejam localizadosnos territórios do segmento pobre do mundo.It is intended, in the present study, toargua, in the context of the human rights, the basicquestion of the right to the energy as essentialelement to the accomplishment of the right to thedevelopment in the scope of the emergent nationalsocieties. The search of energy security was -andit will continue being - one of main determinativaof the history of the humanity in ali the times.Today this question locks up an unquestionedparadox: the access to the power plants and itsdistribution is under the control of the greateconomic corporations, hosted in the rich Statesof the world, even so the main energy resourcesyou renewed (with exception of the aeolian energy)and not-renewed are located in the territories ofthe poor segment of the world.
