Abstract
he purpose of this study was to develop entry level tests and to identify the level of competency of IKIP Padang freshmen as measured by the test. These tests were used to measure the 1997 IKIP Padang freshmen in the respective majors. The result was not surprising as it was found that the entry level knowledge of the freshmen in the respective subject matter area was quite low. At the second assessment, after one semester study, although the gain scores of those freshmen were statistically significant, the absolute value of increase in the test scores was relatively low. It was hypothetically explained that it may happen due to the fact that the curricula of the subject major is not directly related to pre university learning or that the learning process at IKIP Padang is not effective
