Abstract
En el año 1931 el filósofo Xavier Zubiri pronunció una conferencia en Berlín sobre la situaciónpolítica de España. Fue la única vez que hizo de la política tema monográfico de una intervención pública. Este artículo aporta nuevas fuentes en orden a reconstruir la estructura y el contenido de esa conferencia, así como su sentido biográfico. Desde ahí ensaya una iluminación filosófica sirviéndose de los conceptos de tradición y de convivencia en descentralización integradora. La conferencia ilustra cómo la dimensión histórica del ser humano remite a su dimensión de convivencia.
