Abstract
O presente trabalho discute sobre os conceitos de ação coletiva e individual em saúde pública e suas implicações para a re-estruturação das instituições de saúde pública. A diferença conceptual entre ação coletiva e individual não deve ser entendida como sinônimo da pseudo-diferença entre ação preventiva e curativa, esta discussão é entendida como pertencente ao passado. A incorporação do complexo médico-hospitalar herdado pelas secretarias de saúde é analisada e vista como fundamental para a adequada implantação das medidas de saúde pública que se fazem necessárias. Não há como separar as ações coletivas das individuais, ambas são parte integrante de cada programa de ação em saúde pública. A evolução da morbi-mortalidade verificada no Brasil nos últimos anos exige uma adequação das ações de saúde pública, com um maior ênfase nas ações individuais em saúde e nas ações coletivas fora do âmbito dos serviços de saúde.
This article is a discussion of the conceptual differences between individual and collective actions in public health. This difference must not be understood as identical to the artificial difference between preventive and curative measures. It is understood as belonging to the past.The incorporation of the medical and hospital complex by the state and municipal health departments is analyzed and deemed as fundamental for the implementation of the necessary public health measures. It is impossible to separate collective and individual measures for they are both seen as an integral part of each and every public health program.The evolution of morbidity and mortality witnessed in Brazil in the last decades demands an adaptation of public health measures, with more emphasis on individual health measures and on collective measures outside the usual limits of public health.
