Abstract
After the Federal Law nº 13.014/2014 became effective, States and Cities questioned if they have to respect it and how they would harmonize it with the existing legislation regarding administrative contracts. Through the analytic-deductive method, the present paper seeks to suggest, using the laws of the State of Parana as basis and verifying the evolution of the partnerships, legislative powers and its coverage, a way to enforce the new law along with the existing regulation for the partnerships of the Public Administration and the third sector entities.
