Abstract
The plan aimed to coordinate and harmonize socio-economic development in administrative-territorial units composing the county, optimizing the use of resources and creating a balance between the valorization of the natural and economic potential on the one hand, and the environmental protection on the other hand, in the following phases: (1) identification of elements conditioning the development, (2) prospective and general diagnostic, (3) special development strategy and action plan, (4) documentation for obtaining the approvals.
