Abstract
Water had global significance, and its multiple use need to be regulated. In Brazil, public policies were created to manage water resources, and the Watershed Committees were assigned with an essential coordinating role. This paper seeks to reflect on the process of implementation of these entities in the State of Rio de Janeiro. It was found that each committee has different responsibilities as regards their power and governance, as well as that construction of management tools, although far advanced, is not yet complete. We point out the need for an education program for the management of water resources to consolidate citizen participation.
