Abstract
This article includes a research on budgeting based performance, and proposes a system of performance indicators that assess the linkage between the policies and annual budget law, the compliance of global budgeting performance to European principles in the area of public financial management, and the impact of public financing on economic growth. The analysis of performance indicators shows the linkages between the policies, and budgeting, as well as budgeting performance in compliance with European principles in this area.
يتناول هذا المقال بحثاً حول الموازنة القائمة على الأداء، ويقترح منظومةً لمؤشرات الأداء تُقيِّم مدى الترابط بين السياسات وقانون الموازنة السنوية، ومدى توافق الأداء العام للموازنة مع المبادئ الأوروبية في مجال إدارة المالية العامة، فضلاً عن أثر التمويل العام في النمو الاقتصادي. ويُبيّن تحليل مؤشرات الأداء أوجه الترابط بين السياسات وإعداد الموازنة، إلى جانب أداء الموازنة المتوافق مع المبادئ الأوروبية في هذا المجال.
Cet article présente une recherche sur la budgétisation axée sur la performance et propose un système d'indicateurs de performance permettant d'évaluer l'articulation entre les politiques publiques et la loi de finances annuelle, la conformité de la performance budgétaire globale aux principes européens en matière de gestion des finances publiques, ainsi que l'impact du financement public sur la croissance économique. L'analyse des indicateurs de performance met en évidence les liens entre les politiques publiques et la budgétisation, ainsi que la performance budgétaire conforme aux principes européens dans ce domaine.
