Abstract
O presente trabalho discorre sobre o tema direitos humanos e, particularmente, sobre os direitos sociais, que ganham concretude por meio das políticas públicas. Problematiza e levanta questões sobre a efetivação (ou não) dos direitos sociais e discute aspectos psicossociais que afetam os in-divíduos e a sociedade, na medida em que a conquista formal dos direitos sociais não implica em implementação prática desses direitos para determinados grupos sociais. O Estado - democrático e de direito - existe formalmente mas, de fato, grande parte da população vive sob a condição de não-cidadania, participando de um contrato social excludente, em um não-Estado de direito.
