Abstract
Este artigo objetiva realizar uma discussão teórica das políticas públicas, a partir da perspectiva municipal. Para tanto, debate a ação do Estado como ente realizador de políticas públicas, e logo em seguida apresenta a atuação dos Municípios como esferas de governo mais próximo da população, permitindo ações mais focalizadas nas necessidades dos cidadãos. Metodologicamente, fez-se revisão bibliográfica sobre o tema abordado. Conclui-se que a despeito da limitação de recursos dos municípios serem menores, eles precisam estimular o desenvolvimento local em busca da autosustentabilidade econômica e social.
