Abstract
O presente artigo discute as quatro Normas Operacionais Básicas (NOB), editadas no período de 1991 a 1996, como os principais instrumentos normalizadores do processo de descentralização das ações e serviços de saúde no Brasil, um dos pilares de sustentação do Sistema Único de Saúde. Inicialmente os autores analisam alguns elementos constitutivos da descentralização e posteriormente abordam as NOB, discutindo-as à luz de contextos histórico políticos particulares e dos elementos e princípios da descentralização. Concluem o trabalho ressaltando que a descentralização tem avançado com as NOB, mas que elas têm transcendido seu papel regulador, transformando-se em instrumentos de conformação do modelo de atenção à saúde e até mesmo de direcionamento de políticas públicas para o setor saúde.
This article analyses the four Basic Operational Norms (NOB) edited by the Ministry of Health from 1991 to 1996. They are the main normative tools in the decentralization process of health services in Brazil, which is one of the main pillars of the National Health System. In this study, the authors analyse the main characteristics of decentralization, based on NOB approach, related to the political historical context and their principles. In conclusion, the study highlights that the decentralization process has been implemented by the NOB. However, they have transcended their regulatory role and are being applied as political tools, conforming a new health care model and also influencing health policy.
